Rather than code for a functioning pipboy from an existing mod, but maybe more around similar versions of Minecraft I'd assume would support these maps/resource packs. The closest Fallout mod I found is the one for 1.5.2, but most similar projects might be maps or texture/resource packs rather than mods, but if a pipboy texture exists your part of the way there I guess.
